National Transportation Planning and Research Centre (NATPAC)

National Transportation Planning and Research Centre (NATPAC) was established in 1976 as a Division of Kerala State Electronics Development Corporation (KELTRON), a Public Sector Enterprise under the Government of Kerala. In 1982, NATPAC was reconstituted as an R&D institution under the Department of Science, Technology and Environment, Government of Kerala. The Centre is undertaking research and consultancy works in the fields of traffic engineering and transportation planning, highway engineering, public transport system, alternate options for transport system, transport energy, inland water transport, tourism planning and rural roads. The activities of NATPAC range from surveying to preparation of techno-economic studies, feasibility analysis, detailed project reports for infrastructure development projects involving multi-modal system of transportation covering road, rail, water, ports/harbors and airports.

About NATPAC

NATPAC has strength in carrying out economic and financial feasibility studies for construction of bye passes, widening the existing roads and highways, comprehensive traffic and transportation planning studies, traffic engineering and management studies, preparation of short and medium term traffic improvement measures, parking and circulation plans, intersection designs etc. for cities and towns and studies related to road safety and rural road planning.

Major Achievements of Institution
NATPAC carried out several pioneer studies such as comprehensive traffic and transportation studies for the three cities of Trivandrum, Kochi and Calicut in Kerala, Intermodal transport planning studies in Quilon-Kochi region sponsored by the Ministry of Science &Technology, Government of India ,Employment potential studies in Inland Waterways for the National Transport Policy Committee ,Planning, implementing and monitoring the traffic circulation and parking  system in New Delhi for the 1982 Delhi Asiad, Preparation of short and medium term traffic improvement measures for several medium sized cities and towns in various parts of the country etc.

The studies initiated by NATPAC carried out several pioneer studies such as Comprehensive traffic and transportation studies for the three major cities in Kerala, namely Kochi, Kozhikode and Thiruvananthapuram was initiated by NATPAC

It carried out Feasibility studies and prepared Detailed Project Report for Allahabad-Dhobighat Highway in UP, Four laning of Alwaye-Cherthalai NH 47 in Kerala etc. It had also completed a major comprehensive transportation project for nine cities in Uttar Pradesh including Kanpur and Lucknow. The Rural Road Master Plan prepared for Andhra Pradesh became role model for the whole country. NATPAC was also involved in the feasibility and DPR projects initiated by the National Highway Authority of India such as the Golden Quadrilateral Project in Orissa and Andhra Pradesh and the Port connectivity project for Mumbai and Jawaharlal Port in association with Global consultants such as DHV Netherlands and SNC Lavalyn, Canada. The Road Safety Cell provides technical support for conducting Traffic education and awareness programmes to various target groups including educational institutions in the state.

Highway Engineering Lab conducts field tests and investigation on pavements for monitoring the quality of road construction. Study on the use of waste plastics in road construction on a large scale basis and is a predominant social benefit as it generates wealth from waste.

NATPAC has taken up several initiatives in various facets of transportation including hill highways, rural road connectivity, road safety, tourism signage, urban transport planning, inland water transport, road construction materials, and development of price Indices for bus, auto, taxi fares and road connectivity to the proposed Kannur Airport in Kerala state.

Availability of construction materials has become scarce in recent years. A study by NATPAC has estimated the quantum and quality of different types of construction materials has become scarce in recent years. The R&D Centre has taken up several initiatives in traffic and transportation planning of cities and infrastructure development in Kerala State.

NATPAC has also been able to project the state’s requirements in the area of inland waterways, Highways development and capacity building of transportation sector at the Central Government to provide connectivity to rural area. It helps the concerned Departments in preparing policy documents and supplements various traffic and road related information to the user departments.

Extension Activities

ATPAC conduct regular training programmes to enhance technical capability of students, graduate engineers, and computer apprentices and provides induction training for new recruits for enhancing their technical skills, and technology upgradation. The Centre conducts Road Safety Training for different target groups like school children, Government and private drivers and general public on a regular basis. It provides technical and faculty support to the Police Training College, KSRTC etc. for conducting training classes. It also undertakes research and consultancy studies in techno-economic evaluation and inter-model traffic planning and supervises the project development of the centre. Under graduate and Post graduate students of various Engineering Colleges and other institutions from Kerala and outside states undertake their project work in the Centre. The data requirements of large number of students are being fulfilled.

The Extension Activities of NATPAC includes:

  • Seminars, workshops and training programmes on tropical areas
  • Road Safety education: Training for teachers/NGOs
  • Refresher Training for Heavy vehicle drivers in unorganized sector
  • Road Safety exhibition and audio –visual programmes depicting the characteristics of various types of accidents.

It has produced five films on road safety and also prepared many road safety education materials for different category of road users. The Cell has also published 24 Booklets, eight Student Badges, five calendars and 18 Leaflets on road safety
