Scheme for Promoting S&T Seminar, Symposium, Workshop:

KSCSTE offers financial grant to Institutions/Professional bodies/organizations for the conduct of Seminar, Symposium and Workshop coming under the purview of Science & Technology.

Guidelines

 

1. The application for financial assistance in the prescribed format should be submitted in triplicate to the Director, KSCSTE, Sasthra Bhavan, Pattom, Trivandrum –04.

2. The application should reach the KSCSTE office, preferably 30 days in advance of the proposed date of the programme.

3. The details of the sessions, expected number of participants, list of Resource Persons, number of outstation delegates and a write up on the significance of the programme for the State/Nation/academic advancement shall be accompanied in all applications.

4. The Budget Estimate should be item-wise as far as possible, showing rates, quantity
     and total on each item.

5. For all sponsored programmes, a representative of the KSCSTE shall be nominated to the organizing committee. Organisers should ensure that due acknowledgment to KSCSTE is provided in all brochures, invitation cards, publicity materials and proceedings brought out in connection with the programme as either ‘jointly organized by KSCSTE’ or ‘Co-sponsored by KSCSTE’.  

6. For all such programmes invitations to general sessions, inaugural/valedictory
      sessions etc., shall be sent to KSCSTE before the programme date.  

Rules

  

These rules may be called the ‘Rules for grant of financial assistance to Seminars, Symposia, Workshops, Training Programmes of scientific, technological and environmental importance, conducted within the State’.

1.Financial assistance under these rules may be granted to professional bodies / groups / organizations for holding Seminar, Symposia, Workshop, Training programmes of scientific, technological and environmental importance.

2. Proposals for financial assistance will be screened and recommended by the duly constituted Seminar- Symposia-Workshop Committee (SSWC), which will be subsequently approved and sanctioned at appropriate level in KSCSTE, subject to availability of funds.  Only one proposal from each department of either University or College will be considered in a financial year, in the normal course.

3. Change of venue and/or dates shall be reported to the Director, KSCSTE promptly.

4. In the case of programmes conceived, planned and organized with the co-sponsorship from KSCSTE, either alone or jointly with other organizations, the quantum of co-sponsorship from KSCSTE is as follows.

5. For National programmes, organizers should ensure that at least 10% of the delegates and Resource persons are from outside the State.  Similarly, for International programmes, atleast 10% of delegates and Resource persons should be from other Nations.

6. The grant as co-sponsorship should be utilized exclusively to cover the expenses on the approved heads.  Utilization of the grant for any other purpose other than approved heads shall not be entertained.     

7. Financial assistance will be released to the Head of the Institution, only after the successful conduct of the Programme and subject to the submission of required documents (as follows):- Report on the programme along with photographs, conference papers, proceedings, souvenirs, list of participants certified by the Head of the Institution and audited financial statements.

8. The audited financial Statements (Utilization certificate and Statement of Expenditure in the prescribed format) and the necessary documents on the Programme shall be furnished to the Director, KSCSTE, within two months from the date of the programme. No requests received after 60 days of the programme shall in any case be entertained. 

9. In the case of Govt. Departments/ Autonomous institutions under the Government and Universities, audited SE and UC of the Financial Head Counter signed by the Head of the Institution is accepted.  In the case of affiliated Colleges and NGOs, the audited SE & UC signed by a registered Chartered Accountant, countersigned by the Head of the Institution is accepted. 

10. The KSCSTE reserves the right to verify the accounts by any Officer authorized to do it and is open to audit by Accountant General.

11. The KSCSTE reserves the right to further restrict/deny payment for any programme, if the conditions laid down are not adhered to.

12. The recipient organization shall comply, with such other conditions as may be suggested in the ‘guidelines’ issued in this regard from time to time.
